Description of Work

The Information Systems Division (ISD) is a service-based, non-partisan division of the Legislative Services Office of the North Carolina General Assembly (NCGA). ISD is responsible for providing the Legislators and Legislative staff of the NCGA with the technology infrastructure, applications, and product services required to support the business and legislative needs of the General Assembly. ISD is seeking an organized and detail-oriented professional to manage the office of highly skilled Information Technology (IT) professionals and assist their clients; the Legislators and Legislative staff. The Administrative Assistant handles complex administrative and technical functions in a visible, high-profile, and fast-paced office. The position requires a high level of accountability, problem solving, and interpersonal contacts.  Employee must analyze administrative problems and exercise judgment in handling a variety of situations.  The person in this position will be the lead administrative support in a division working under the supervision of the director.  Work is performed independently and checked for accuracy and conformance with proper procedures.  Employee may supervise legislative secretaries, temporary employees, and coordinate special projects and function as executive secretary to the division director.

Examples of Duties:
  • Serves as receptionist answering the telephone and providing routine legislative information to legislators, legislative staff, and the public.
  • Uses ISD's Help Desk system to record assistance calls and visits.
  • Opens, reads, routes, and distributes incoming mail and other material.
  • Schedules and confirms appointments for clients, customers, or supervisors.
  • Sets up and maintains paper and electronic filing systems for records, correspondence, and other material.
  • Researches to find needed information, using such sources as the Internet.
  • Learns to operate new office technologies as they are developed and implemented.
  • Uses ISD's Help Desk system to record assistance calls and visits.
  • Maintains conference room reservation calendars.
  • Makes copies of correspondence and other printed material as requested.
  • Manages and dispenses supply inventory
  • Reviews work completed by others for spelling and grammar accuracy, ensures that format policies are followed, and recommends revisions.
  • Operates office equipment such as fax machines, copiers, and phone systems, and use computers for spreadsheet, word processing, database management, and other applications.
  • Performs other duties as assigned by the director.

Knowledge, Skills and Abilities / Competencies

  • Excellent telephone and customer service etiquette.
  • Considerable knowledge of office practices and procedures, business English, legislative terminology and procedures, grammar and punctuation.
  • Ability to work independently, organize and analyze materials, prioritize tasks and make responsible decisions.
  • Ability to maintain confidentiality and to handle politically sensitive work with maturity.
  • Ability to train and supervise other administrative support staff.
  • Willingness and ability to work extended schedules.
  • Ability to maintain composure and work cooperatively under pressure with legislators, legislative staff and the public on a daily basis.

Minimum Education and Experience Requirements

Required Education and Experience:
  • Graduation from high school or possession of a GED certificate plus at least five years of progressive experience in secretarial or administrative work
Preference will be given to someone with:
  • Experience working within a government agency (Local, State, or Federal).
  • Extensive experience with Microsoft Office (Word, Excel, Access, Outlook, and PowerPoint) Windows 10, Internet Browsers - use and knowledge of Microsoft Office 365 is a plus.
  • Customer service experience; including resolving customer issues.
  • Experience completing and/or maintaining records and reports.
  • Significant knowledge operating a copy machine, scanner, and other office equipment.
  • Working experience with creating and maintaining paper and electronic filing systems.
  • Demonstrated ability to independently work with people with courtesy and tact in performing public contact duties that may be sensitive in nature.
  • Demonstrated knowledge of Computer Hardware and Software.
  • Self-starter and has self-motivation and ability to work and complete tasks with minimal supervision.
  • General knowledge of office setting procedures, methods and practices.
  • Considerable knowledge of technical (Information Technology) practices and procedures and terminology.
